Developed by DARA (formerly, Development Assistance Research Associates), the HRI's intended purpose is to assist the Organisation for Economic Co-operation and Development's Development Assistance Committee (OECD/DAC) donor governments ensure that their humanitarian assistance has the greatest impact on beneficiaries.
